পাবনা জেলার ঈশ্বরদী থানার পদ্মা নদী তীরবর্তী রূপপুর-কে দেশের প্রথম পারমাণবিক বিদ্যুৎ কেন্দ্রের স্থান হিশেবে নির্বাচন করা হয়। একাধিক সমীক্ষার মাধ্যমে সংশ্লিষ্ট প্রকল্পের যথার্থতা যাচাই করা হয়। পারমাণবিক বিদ্যুৎ প্রকল্পের জন্য ২৬০ একর এবং আবাসিক এলাকার জন্য ৩২ একর জমি অধিগ্রহণ করা হয়। ভূমি উন্নয়ন, অফিস, রেষ্ট হাউজ, বৈদ্যুতিক সাব-ষ্টেশন ও কিছু আবাসিক ইউনিটের নির্মাণ কাজ আংশিক সম্পন্ন করা হয়।
১৫ মার্চ ২০১৭ তারিখে বাংলাদেশ ও রাশান ফেডারেশনের মধ্যে “রূপপুর পারমাণবিক বিদ্যুৎকেন্দ্রের স্পেন্ট ফুয়েল রাশিয়ায় ফিরিয়ে নিতে পারস্পরিক সহায়তা” সংক্রান্ত একটি সহযোগিতা চুক্তি স্বাক্ষরিত হয়।
২০১৭ সালের এপ্রিল পারমাণবিক শক্তির শান্তিপূর্ন ব্যবহারে বাংলাদেশ ও ভারত সরকার এবং গ্লোবাল সেন্টার ফর নিউক্লিয়ার এনার্জি পার্টনারশিপ ( জিসিএনইপি) , ভারতের পরমাণু শক্তি সংস্থা , বাংলাদেশ পরমাণু শক্তি কমিশন , বিজ্ঞান ও প্রযুক্তি মন্ত্রণালয় বাংলাদেশে পারমাণবিক বিদ্যুৎকেন্দ্র স্থাপনে সহযোগিতা চুক্তি স্বাক্ষর করে।
আন্তর্জাতিক পরমাণু শক্তি সংস্থার মহাপরিচালক ইঊকিয়া আমানো ২০১৭ সালের ৩ জুলাই রূপপুর পারমাণবিক বিদ্যুৎকেন্দ্র নির্মাণ প্রকল্প এলাকা পরিদর্শন করেন। এ সময় তিনি এ কেন্দ্র স্থাপনে সকল আন্তর্জাতিক মানদন্ড অনুসরণ করায় সন্তোষ প্রকাশ করেন । রূপপুর পারমাণবিক বিদ্যুৎকেন্দ্রের স্পেন্ট ফুয়েল রাশিয়ায় ফিরিয়ে নিতে বাংলাদেশ ও রাশান ফেডারেশনের সাথে ২০১৭ সালের ৩০ আগস্ট এক সহযোগিতা চুক্তি স্বাক্ষরিত হয়।
৪ নভেম্বর ২০১৭ একটি অনুষ্ঠানের মাধ্যমে বাংলাদেশ পরমাণু শক্তি নিয়ন্ত্রণ কর্তৃপক্ষ কর্তৃক বাংলাদেশ পরমাণু শক্তি কমিশনের অনুকূলে রূপপুর পারমাণবিক বিদ্যুৎকেন্দ্রের Design and Construction License প্রদান করা হয়।
৩০ নভেম্বর ২০১৭ রূপপুর পারমাণবিক বিদ্যুৎকেন্দ্রের ১ নং ইউনিটের প্রথম কংক্রিট ঢালাই মাননীয় প্রধান মন্ত্রী উদ্বোধন করেন। এর মাধ্যমে বাংলাদেশ পারমাণবিক বিদ্যুৎকেন্দ্র নির্মাণের পথে পা দিয়েছে এবং দেশ পারমাণবিক বিদ্যুৎ ক্লাবে পদার্পণ করেছে। আশা করা যায়, আগামী ২০২৩ সালে রূপপুর পারমাণবিক বিদ্যুৎকেন্দ্র থেকে জাতীয় গ্রীডে বিদ্যুৎ সরবরাহ শুরু হবে।
